(1) As the supreme body of the institution, a council consisting of the following president, vice president and members will be formed:-
(a) Minister of Local Development or Minister of State – Chairman
(b) Assistant Minister for Local Development – ​​Vice-Chairman
(c) ….. …. ….
(d) Member of National Planning Commission (Looking at Local Development) – Member
(e) Secretary, Ministry of Finance – Member (f) Secretary, Ministry of Local Development – ​​Member
(g) Secretary, Ministry of Education, Culture and Social Welfare – Member
(h) Secretary, Ministry of Housing and Physical Planning – Member
(i) Secretary, Ministry of General Administration – Member
(j) ……………..
(k) Five heads nominated by the Government of Nepal, one from five development areas among the heads of the municipality – members
(l) Three chairpersons of the village development committee nominated by the Government of Nepal to represent the Himalayas, mountains and Terai regions of Nepal ……….. - members
(d) Executive Director, Foundation – Member – Secretary
(2) If the Government of Nepal deems it necessary, it may publish a notice in the Nepal Gazette and make necessary additions, reductions or changes in the members of the Council.
(3) The term of office of the members under clauses (c), ……….., (t) and (l) of sub-section (1) shall be two years.
(4) If the council deems it necessary, it may invite domestic and foreign experts to participate in the meeting of the council as observers.
